BHCC Adults Community Support and Supported Living Light Touch DPS
Introduction
The BHCC Adults Community Support and Supported Living Light Touch DPS is a Dynamic Purchasing System established by Brighton & Hove City Council. This system is intended to facilitate the procurement of various health and social care services specifically targeted at adult community support and supported living. It is designed to run for up to five years, with the potential for extensions of up to five additional years in total. This DPS allows for the continuous application by eligible service providers, ensuring a flexible and responsive service offering.
Context & Use Case
The DPS caters to a range of adult care needs within the community, focusing on reducing dependency on residential care outside of Brighton and Hove. Contracting authorities, such as local councils, use this framework to access specialised services that address diverse needs within the adult population. By employing a strengths-based approach, the DPS aims to enhance the quality of life and outcomes for individuals requiring support. This is achieved by encouraging localised services that are tailored to meet specific requirements, thereby fostering independence and wellbeing.
Scope of Services
The services under this DPS are categorised into two main areas: Community Support and Supported Living. Each category encompasses several sub-categories, reflecting the diversity of adult care needs: 1. Community Support - Assistance for adults with learning disabilities, including those who may be autistic. - Support for adults experiencing mental health challenges. - Services for neurodivergent adults, which may include autistic individuals. - Care for adults with acquired brain injuries. - Support for adults with physical disabilities and/or sensory needs. - Assistance for adults dealing with substance misuse issues, aligned with eligible Care Act needs. 2. Supported Living - Supported living arrangements for adults with learning disabilities and possible autism. - Housing and support for adults with mental health needs. - Living support for neurodivergent adults, potentially including autistic individuals. - Supported living for adults with acquired brain injuries. - Services for adults with physical disabilities and/or sensory needs. - Supported living for adults with substance misuse issues, compliant with eligible Care Act requirements.
Who Can Apply
The DPS is open to organisations or groups with relevant experience in providing adult community support and supported living services. This includes a wide array of service providers who can demonstrate quality and compliance with the required standards. The flexibility of the DPS allows for continuous application, enabling new providers to join at any time, thus enhancing market diversity and choice. While there is no cap on the number of providers, admission to the DPS does not guarantee work. Providers are under no obligation to bid for services once admitted.
Buyer Benefits
For public sector buyers, the DPS offers a streamlined, compliant, and efficient procurement route. It supports rapid access to a diverse pool of qualified suppliers, facilitating competition and innovation in service delivery. The system's flexibility allows buyers to tailor their procurements to meet specific community needs and leverage local expertise. This approach not only expedites the procurement process but also ensures that services are responsive to the unique needs of the population.
