Roofing Systems and Associated Works
Introduction
The Roofing Systems and Associated Works Framework, managed by Crescent Purchasing, is a structured procurement vehicle designed to assist local councils, social housing providers, and various public sector organisations in procuring roofing systems and associated services. This framework operates from 1st June 2021 to 31st May 2025. It facilitates efficient and cost-effective procurement processes for both refurbishment and new construction projects across an array of public buildings. As a framework agreement rather than a Dynamic Purchasing System (DPS), it has a fixed set of suppliers and does not allow for new entrants during its term.
Context & Use Case
This framework is particularly useful for contracting authorities that require roofing solutions for a diverse range of public sector buildings. Such needs arise from the necessity to maintain, upgrade, or construct new facilities within the public sector, ensuring these buildings are safe, functional, and compliant with current standards. The framework caters to a wide spectrum of properties, including residential buildings of various sizes, educational institutions like schools, colleges, and universities, as well as public offices, NHS facilities, and emergency services buildings such as police and fire authority premises. By utilising this framework, public sector organisations can streamline their procurement processes, ensuring compliance with UK and EU procurement regulations while achieving value for money.
Scope of Services
The Roofing Systems and Associated Works Framework encompasses a wide range of services, which include: 1. Installation of flat and pitched roofing systems 2. Refurbishment and repair of existing roofing structures 3. Supply of roofing materials and components 4. Associated works such as insulation, waterproofing, and guttering 5. Maintenance services for ongoing roof care and management The framework is divided into three regional areas and features six suppliers for flat roofing and nine suppliers for pitched roofing, ensuring regional coverage and expertise.
Who Can Apply
This framework is open to pre-selected suppliers who have been appointed based on their expertise, capacity, and ability to deliver the required services. As a traditional framework (not a DPS), it is not open to new suppliers during the agreement’s term. Suitable suppliers are those with proven experience in roofing systems, capable of adhering to public sector procurement standards and delivering projects across various public building types.
Buyer Benefits
Public sector buyers benefit significantly from using this framework due to its structured approach, which aligns with compliance requirements and streamlines the procurement process. It offers a faster route to market compared to traditional procurement methods, reducing the time needed to engage with suppliers. Additionally, the framework encourages competitive pricing and quality assurance through its pre-selected list of suppliers, ensuring that buyers have access to reliable and cost-effective roofing solutions.
