    Introduction

The Building Safety and Compliance Framework, managed by Fusion21, is a structured procurement route designed to support the effective management and maintenance of facilities across the UK. This framework operates from 2022 to 26 April 2025 and is not a Dynamic Purchasing System (DPS). It is designed to streamline the procurement of services and works necessary for ensuring building safety and compliance, providing public sector organisations with flexible options to facilitate the upkeep and enhancement of their facilities.

    Context & Use Case

The framework is geared towards a wide range of facilities and estates, offering services that enhance building safety and compliance. It is particularly beneficial for organisations seeking to maintain or improve their facilities without undergoing lengthy procurement processes. By partnering with Social Investment Business (SIB), Fusion21 aims to champion positive social change, focusing on impactful service delivery that extends beyond the traditional sectors of housing, local authorities, education, NHS, and emergency services. This collaboration highlights a commitment to supporting social enterprises and charities in their community efforts.

While it is not a DPS and thus does not allow for continuous application, suppliers who specialise in construction, refurbishment, consultancy, and compliance services are particularly well-suited. The framework is designed to offer a robust procurement solution for organisations across various sectors seeking to maintain and enhance their facilities.

    Buyer Benefits

Public sector buyers benefit from a streamlined, compliant procurement process that adheres to the Public Contracts Regulations 2015 and the Public Contracts Regulations (Scotland) 2015. The framework supports a swift market entry through options such as Direct Awards and Mini Competitions. It facilitates efficient procurement, enabling organisations to quickly and effectively secure the services needed to ensure their buildings are safe and compliant. By engaging with this framework, buyers also gain access to a range of qualified suppliers, ensuring competitive pricing and high-quality service delivery.
