Security Services
Introduction
The Security Services framework, established by the NHS North of England Commercial Procurement Collaborative, is a structured procurement route designed to facilitate the acquisition of comprehensive security solutions for public sector entities. This framework, set to run until 8th June 2027, is not a Dynamic Purchasing System (DPS) but rather a traditional framework agreement. It provides a streamlined process for organisations to engage with pre-approved security service providers, ensuring high standards and compliance across various security needs.
Context & Use Case
With an increasing need for robust security measures within public sectors, this framework serves as an essential tool for organisations such as hospitals, educational institutions, and local authorities looking to enhance their security posture. The framework addresses a broad range of security needs, from basic guarding to sophisticated managed security services. This flexibility is crucial for contracting authorities aiming to safeguard their operations and assets efficiently. By using this framework, public sector organisations can ensure they are accessing services that meet rigorous quality and compliance standards, thus maintaining safety and security across their premises.
Scope of Services
The Security Services framework is divided into three distinct lots, each catering to specific security requirements: 1. Lot 1: Security Services - Core Services include Staff Escort Service, Key Holding, Lock/Un-Lock Services, Manned Guarding, Mobile Patrols/Response, and Reception/Front Desk Security. - Additional Services extend to Bed Watch, Building Security, Car Parking, Cash Collection, CCTV Control Room, Concierges, Dark Screen CCTV Monitoring, Live CCTV Monitoring, Lone Working Monitoring, Monitoring Building Management Systems, Remote Access Control, and Remote Monitoring Services. 2. Lot 2: Managed Security Services - Encompasses an integrated approach to security, offering services such as Bed Watch, Building Security, Car Parking, Cash Collection, and a comprehensive suite of monitoring and guarding services. 3. Lot 3: Nurse Call Systems - Focuses on the design, supply, installation, and maintenance of wired or wireless Nurse Call Systems specifically for healthcare environments. Compliance with Health Technical Memorandum (HTM 08-03) standards is a key aspect, covering areas such as patient-to-nurse communication, staff-to-staff emergency systems, and various other call-system units.
Who Can Apply
The framework is open to a diverse range of suppliers, including small and medium-sized enterprises (SMEs) that operate on local, regional, and national levels. Suppliers that specialise in security services, managed security solutions, or healthcare communication systems are particularly well-suited to apply. While the framework is not open for continuous applications like a DPS, it provides opportunities for qualified suppliers to engage in a structured procurement process.
Buyer Benefits
Public sector buyers using this framework can benefit from a compliant and efficient procurement process. The pre-approved list of suppliers ensures that all services meet the required standards and regulations, reducing the risk associated with security service procurement. The framework offers a quick route to market, allowing contracting authorities to either directly appoint a service provider or conduct a mini-competition to ensure the best value for money. This flexibility supports both short-term projects and long-term security programmes, catering to diverse organisational needs.
