    Introduction

The Sustainable Transport and Infrastructure Framework, managed by NHS Shared Business Services, aims to significantly reduce carbon emissions associated with transport and infrastructure within NHS estates. This framework, which is not a Dynamic Purchasing System (DPS), is designed to align with the NHS's Net Zero Travel and Transport Strategy, intending to cut staff travel emissions by 50% by 2033. The framework remains active until 19 November 2027, providing a structured procurement route to support the NHS and other public sector bodies in their sustainability goals.

    Context & Use Case

Transport and infrastructure are critical components of the NHS's carbon footprint, contributing to approximately 14% of the organisation's overall emissions. The framework is a practical tool for contracting authorities to advance their sustainability agendas by accessing innovative and sustainable transport solutions. It supports the transition to zero-emission vehicles, the promotion of active travel options such as cycling and walking, and the adoption of low-carbon delivery methods. The implementation of these strategies is essential not only for meeting environmental targets but also for enhancing the resilience and sustainability of NHS estates in the face of climate change.

    Scope of Services

The framework is divided into several distinct lots, each covering a specific area of sustainable transport and infrastructure: 1. Sustainable Transport Consultancy: This includes consultancy services for developing net zero and decarbonisation strategies related to transportation, including freight and logistics. 2. Cycle Parking and Infrastructure: Provision of secure cycle parking, storage solutions for micro-mobility devices, and e-bike charging points. 3. Micro-Mobility: Expertise in planning and implementing micro-mobility schemes, including electric bikes and scooters, and smart locking docks for shared bikes. 4. Low Carbon Deliveries: Design and delivery of networks for medical and non-medical items using low-carbon transport options such as electric vehicles and e-bikes. 5. Electric Vehicle Charging Solutions: Comprehensive services for planning and implementing EV charging infrastructure, including maintenance and grid upgrades. 6. Design, Build, and Finance of Sustainable Car Parks: Services include the design and construction of sustainable car parks, focusing on carbon reduction and biodiversity enhancement. 7. Design, Build, Finance, and Operation of Sustainable Car Parks: Similar to Lot 6, with additional management and operational services. 8. Car Park Management: A fully managed service covering car park operations, security, maintenance, and innovative payment solutions. 9. Car Park Equipment and Maintenance: Installation and maintenance of car park equipment, including payment and management systems.
