Responsive Repairs, Voids & Planned Maintenance DPS

    South East Consortium
    Owner Category: general purpose
    Category: Facilities & Estates
    DPS: Yes

    Introduction

The Responsive Repairs, Voids & Planned Maintenance Dynamic Purchasing System (DPS) is managed by the South East Consortium and falls under the Facilities & Estates category. Unlike traditional frameworks, a DPS offers flexibility by allowing suppliers to join or leave at any time. This particular DPS is designed to support public sector organisations in sourcing services for responsive repairs, void management, and planned maintenance. It provides a streamlined procurement route that is particularly beneficial for organisations looking to support their Direct Labour Organisation (DLO) or operate independently without one. The DPS also facilitates long-term partnerships for various maintenance needs.

    Context & Use Case

The primary aim of this DPS is to provide contracting authorities with efficient access to a wide range of contractors capable of delivering essential maintenance services. By utilising this DPS, public sector buyers can manage properties more effectively, ensuring buildings remain safe, operational, and fit for purpose. The DPS is particularly advantageous for managing time-sensitive void situations and planned capital works. It supports the inclusion of local SMEs, thereby promoting economic growth and compliance with relevant procurement regulations, such as Section 20.

    Scope of Services

The Responsive Repairs, Voids & Planned Maintenance DPS is divided into three distinct Lots, each addressing specific maintenance needs: 1. Lot 1 - Responsive Repairs: This lot encompasses a variety of repair works frequently required by organisations. Services include, but are not limited to, finishing works, painting and decorating, plumbing and heating, electrical installations, door entry systems, general maintenance, and roofing. The DPS is open to suppliers from various work streams who can deliver these services. 2. Lot 2 - Voids: This lot focuses on the works needed for empty properties, which are often time-sensitive due to the necessity of re-letting properties quickly. Suppliers can be engaged for specific tasks or multiple services as required, including the same range of services as Lot 1. 3. Lot 3 - Planned Maintenance: This lot covers planned capital works and is geared towards smaller, specialist contractors capable of executing such projects. A skills matrix is used to match contractors with the necessary capabilities to the specific works required by contracting authorities. The DPS encourages applications from local SMEs, allowing them to join before tendering begins.

    Who Can Apply

The DPS is open to a broad range of suppliers, particularly those specialising in facilities and estate maintenance services. Given the DPS structure, there is greater flexibility for suppliers, especially for SMEs, to apply and join at any time during its operation. Suppliers with expertise in the areas covered by the three Lots are particularly encouraged to participate.

    Buyer Benefits

For public sector buyers, the DPS offers several advantages, including compliance with procurement regulations, swift access to a competitive pool of suppliers, and the ability to engage local SMEs. The system's flexibility enhances the speed to market, allowing buyers to respond quickly to maintenance needs. The South East Consortium acts as a supportive intermediary, ensuring a smooth procurement process and offering guidance as needed.
